For a collar I would choose one dedicated to the job of remaining waterproof and then would choose something like the Ruffwear Beacon light which has been proven time and time again that it can be submerged in water without issue.

Reflective dog collars can be waterproof but this is dependent on whether they have a coating to protect them from water or not. If there isn't, then it will absorb some of the water which may lead to rusting over time
Can Leather Dog Collars Get Wet?
You might be wondering if leather dog collars can get wet or not. The answer is yes, they absolutely can! If your pup loves the water like mine does then you'll need to make sure that their collar isn't made out of this material because it will become damaged once it gets soaked. This means that when they are swimming around in a lake or during a rainstorm their collar will deteriorate over time. Instead of using leather, you should look into getting one that is made out of Neoprene or BioThane which can resist water and won't be affected by it at all!
