Near the markets you will find 'The Shambles' which is a popular street giving you the true 'quintessential British' feel whilst you shop and explore. Think J.K Rowling. Try the 'York Cat Trail'. Just because it's called a cat trail does not mean its only for the cats on leashes, dogs can walk it too. It's free and great if you have kids with you. Transport Methods with Pets

If you want very cheap and cheerful and pet friendly then use the Travelodge on York road in Heslington as mentioned above. You will have free parking and it is a 15 minute walk into York city Centre.
